Qualified players may register for a NYL account to access ”NYL Account Services”, which may include access to NYL subscriptions, mobile phone applications, player reward accounts, second chance and promotional drawings, and other services available to you, as NYL players.

This website and NYL Account Services are intended for your personal, non-commercial use. This site and NYL Account Services are offered to you conditioned upon your acceptance without modification of all the terms, conditions and notices set forth below. By accessing this website or using NYL Account Services in any manner, you agree to be bound by these provisions. If you do not accept all of these provisions, please do not use this site or register for NYL Account Services. The information and material contained within this site, and the terms, conditions and descriptions that appear, are subject to change.

Access to and use of NYL Account Services is at your own risk, and the Gaming Commission and/or its registered NYL players do not warrant that the use of this site or any material downloaded from it will not cause damage to any property, or otherwise minimize or eliminate the inherent risks of the Internet including but not limited to loss of data, computer virus infection, spyware, malicious software, trojans and worms. The Gaming Commission makes its best effort to maintain technology for mobile applications, but cannot guarantee or warrant that its mobile application development will be available for use on all platforms and devices.

If you have a password for access to non-public areas of this site, you are solely responsible for all activities that occur in connection with your password. Accordingly, you should take steps to protect the confidentiality of your password. Notify the Gaming Commission immediately if you become aware of any problematic disclosure, loss, theft or unauthorized use of your password.

The format and appearance of the pages contained in and on this site are owned by the Gaming Commission unless otherwise indicated, and are protected by United States and international copyright laws and treaties. The information, materials and other content may not be modified, copied, reproduced, republished, uploaded, downloaded, posted, transmitted, publicly displayed, used to create a derivative work, sold, or otherwise used for public or commercial purposes without the express written consent of the Gaming Commission. No solicitation is made by the Gaming Commission to any person to use any information, products, services, or materials in a jurisdiction where such information, products, services, or materials is prohibited by law.

You are granted a limited license to access NYL Account Services and not to modify it or any portion of it. This site or any portion of this site may not be reproduced, duplicated, copied, sold, resold, visited, or otherwise exploited for any business purpose other than described above without express written consent of the Gaming Commission. Any unauthorized use terminates the permission or license granted by the Gaming Commission.

If you use NYL Account Services, you are responsible for maintaining the confidentiality of your account and password and for restricting access to your computer, and you agree to accept responsibility for all activities that occur under your account or password.

If you register for a NYL subscription or promotion, create an account, or submit your information to the Gaming Commission through its NYL website, the Gaming Commission may collect the following contact and personal information from you: name, date of birth, email address, mailing address, phone number, and last 4 digits of your Social Security number.

For the purpose of ensuring lawful distribution of NYL prizes, the Gaming Commission collects personal information, including taxpayer identification numbers (i.e., your Social Security number), to determine statutory offset liability for prizes of $600 or more pursuant to New York State Tax Law §§ 1613-a, 1613-b and 1613-c. Disclosure of personal information is also required to administer withholdings pursuant to federal and New York State income tax laws for prizes over $5,000, including, but not limited to, Internal Revenue Code § 3402(q) and New York State Tax Law § 671. If you do not want your personal information collected, please do not create a NYL account.

The Gaming Commission also uses the information collected to:

• Fulfill your subscription request
• Administer your account
• Confirm you are eligible to play games or participate in our promotions
• Send you requested information or respond to your questions/concerns
• Send you marketing communications, such as electronic newsletters or emails
• Improve the Gaming Commission’s New York Lottery website, marketing, and business efforts
• Conduct research and analysis
• Display content based upon your interests

To apply for an account, you must provide all information requested on the registration form, including, but not limited to: 

• full legal name
• address
• date of birth
• last 4 digits of Social Security number

By applying for an account, you represent and warrant that you are: 

• applying for an account in your own name and that you will keep your username and password confidential
• using your own personal information
• providing information that is true, complete, and accurate to the best of your knowledge
• not prohibited from gambling, purchasing lottery tickets, or otherwise using this website or this Service

The Gaming Commission may require you to: 

• provide additional information
• provide copies of documents
• appear in person at a designated Gaming Commission location or a NYL Customer Service Center; and/or change or update your account information at any time
  • including, but not limited to, username and password.

The Gaming Commission does not guarantee that an application will be approved or that an account will be registered within any specific time period.

By applying for an account, you consent to the Gaming Commission’s use of any age-verification and identity-verification technology or method the Gaming Commission deems appropriate.

The Gaming Commission does not guarantee that its age-verification and identity-verification technology and methods will be able to locate records for every person. Your application will be denied if your age or identity cannot be verified, or if verification of your age and identity reveals that you are not allowed to maintain a NYL account. The Gaming Commission is not liable for any damages or losses resulting from denial of an application. 

You understand and agree that a NYL account is a discretionary privilege and that the Gaming Commission reserves the right to reject an application for any reason. The Gaming Commission is under no obligation to explain the reason for a delay in processing or a denial of an application. The Gaming Commission is not liable for any damages or losses resulting from any delay in processing or denial of an application.

To process your account application, you authorize the Gaming Commission to collect personal information about you. You authorize the Gaming Commission to use and release certain personal information, including your name, hometown and any photograph, video or audio recording, in any medium (including but not limited to newspaper, television, radio and internet), for purposes of marketing, advertising or other purposes of the New York Lottery. If you do not provide all or any part of the personal information requested, your application may not be processed. The Gaming Commission requires your personal information to comply with the Internal Revenue Code and Tax Law income reporting and tax withholding requirements and under the authority of Tax Law Section 1604 to announce Lottery prize awards. The Gaming Commission’s Director of Prize Payments is the custodian of subscription and prize records and may be contacted by mail at PO Box 7500, Schenectady, New York 12301-7590 or by phone at (518) 388-3370.

The Gaming Commission may terminate your access to this site for any reason, without prior notice.

Unless otherwise agreed, the Gaming Commission may discontinue or modify this site at any time without prior notice to you, and you accept those modifications if you continue to use this site.
